Summary: 

Speaking of himself in the third person, as "the city official" who accuses De Spain of malfeasance, Gavin discusses the behavior of three men during what he calls "the final crisis of the brass": himself, De Spain and Flem Snopes (286). The date here is unclear, since episode with brass occurred in 1911-1912, Gavin's complaint against De Spain was filed in 1913, and in this passage as a whole Gavin seems to be thinking about the period after the accident in which Colonel Sartoris was killed - i.e. 1919.
