We need to establish if this is before or after the Frog incident in the Benjy section. The date on this could also be tighter. Quentin was born in 1891. There is no way he is three and in school. A safe bet would be to say that this starts in 1896. Though I would argue that this is all in the fall before Damuddy's death. The other school incident with the Frog also happens around that time.
For the time being, I'll place this before Damuddy's death. SR: I'm moving it. A history lesson suggests Q must be older than 5. I'm going with 1900-1905.
