Summary:
The narrator notes that "for that same length of time" (i.e. one hundred years) the courthouse is where "the white male citizens of the county" vote (36-37); the statement, made as a matter of fact, does not take into account either 14th or the 19th Amendments to the Constitution, i.e. it ignores the illegality of denying the vote to African American males after 1868, and it does not acknowledge that in 1919 women gained the right to vote.
