Summary:
Ratliff tells Uncle Gavin and Charles why Clarence pulled out of the race. He relates a story that the two men can hardly believe of how a "low-minded anonymous scoundrel" got twin boys to rub switches taken from a dog thicket against the back of Clarence's trousers (350). The stray dogs then come and urinate on Clarence as he tries to get out the vote. Clarence is forced to return home to change his pants. Soon after Will Varner announces that Clarence has pulled out of the race.
