Along with the "other prisoners" in the county jail, this "jailor" is there when Monk attempts to "make a speech" after his arrest (42).

Note: 
CUT: Faulkner describes this attempt as an "opportunity to bridge the hitherto abyss bettween himself and the living world" (42). What fails to be communicated to the Jailor and everyone else, however, is Monk's total incompetence for trial. As the narrator puts it, "he should never have gone to the penitentiary at all" (41).
