Summary: 

After hearing Terrel's story of Monk, Stevens tells him that he won't oppose his pardon, but he will "keep track" to be sure that he stays out of trouble (62). Of course the reader knows that Stevens hasn't the power to prevent the pardon, but he uses Terrel's belief that he does have that power to satisfy his curiosity about Monk.
