There are several references in the story to "county agents" in general and in particular "the agent" and "the county agent's young fellow" who visit the McCallums periodically to explain the new federal programs that regulate agricultural production (55, 57). This icon represents this figure, the employee of "the Government" that wants to "interfere with how a man farmed his own land" (55). This figure appears most directly in that "young fellow" who "comes out to measure the pasture crops" at the McCallum place (57). The McCallums treat him politely, but want nothing to do with this kind of assistance.

Note: 
The text of "The Tall Men" includes references to various county agents and one "county agent's young fellow," presumably a young county agent. The McCallum family doesn't appreciate the county agents coming between farmers and their crops, and, moreover, cannot believe that the government wants to pay them for "not-cotton," or not planting cotton (57).
